Tiga puluh lima orang calon pegawai negeri sipil (CPNS) dosen Universitas Brawijaya formasi tahun 2007 dinyatakan lulus. Jumlah ini lebih banyak dari formasi yang diajukan Unibraw, karena adanya 10 calon tambahan/limpahan formasi dari Depdiknas.
Pengumuman kelulusan ini berdasarkan surat Kepala Biro Kepegawaian Sekretariat Jenderal Depdiknas nomor 65654/A4.1/KP/2007 tanggal 19 Desember 2007 dan lampiran surat nomor 65655/A4/KP/2007 tanggal 19 Desember 2007. Dengan pengumuman nomor 027/Peng/2007, Rektor menginformasikan kepada peserta seleksi pengadaan calon PNS formasi tahun 2007 di lingkungan Unibraw yang dinyatakan lulus diminta untuk hadir pada hari Jumat (28/12), pukul 09.00 WIB, di ruang sidang lantai VIII gedung Rektorat, untuk menerima pengarahan pemberkasan. Berkas usulan Untuk itu calon yang dinyatakan lulus tersebut diharap sudah mempersiapkan berkas usul pengangkatan CPNS berupa lamaran ditujukan kepada Menteri Pendidikan Nasional melalui Rektor Universitas Brawijaya.
Lamaran tersebut harus ditulis tangan (sendiri) dengan huruf latin, menggunakan pulpen tinta hitam atau boxy (tidak diperkenankan menggunakan ballpoint), tanggal lamaran dibuat sesuai saat mendaftar. Nama dan alamat yang tertera pada lamaran harus sama dengan nama dan alamat yang tertera pada ijazah, surat keterangan kelakuan baik (SKKB), surat keterangan sehat jasmani dan rohani, dan kartu tanda pencari kerja. Nama dan tempat tanggal lahir harus sama dengan yang tertera pada ijazah yang digunakan untuk usul pengangkatan CPNS.
Dijadwalkan proses pemberkasan berlangsung selama 3 hari, Rabu-Jumat (2-4 Januari 2008), pukul 08.00-15.00, di Bagian Kepegawaian Unibraw. Lampiran Di samping berkas-berkas itu, calon juga diminta menyiapkan lampiran-lampiran, berupa: fotokopi ijazah/transkrip/STTB rangkap 4, dengan legalisasi asli yang disahkan pejabat berwenang. Untuk ijazah perguruan tinggi/sekolah tinggi negeri dan ijazah perguruan tinggi/sekolah tinggi swasta yang sudah mendapat ijin Depdiknas, ijazah S2 dilegalisir oleh Direktur/Asisten Direktur I/Dekan, sedangkan ijazah S1 oleh Dekan/Ketua. Sementara itu ijazah sekolah umum luar negeri, harus disahkan panitia penilai ijazah luar negeri Ditjen Dikti Depdiknas. Untuk ijazah sekolah/perguruan tinggi swasta yang belum mendapat ijain Depdiknas, tidak dapat digunakan sebagai salah satu persyaratan kelengkapan pengangkatan CPNS.
Selain itu, lampiran juga berupa daftar riwayat hidup dan surat pernyataan pelamar (blanko kedua lampiran itu disediakan Bagian Kepegawaian Unibraw), dibuat rangkap 4, asli ditulis dengan huruf balok menggunakan tinta hitam; surat keterangan catatan kepolisian dari Polri setempat, asli dan 3 lembar fotokopi dilegalisir pejabat yang berwenang; surat keterangan sehat jasmani dan rohani dari dokter; surat keterangan tidak menggunakan narkotika, psikotropika, prekursor, dan zat adiktif lainnya dari unit layanan kesehatan pemerintah, asli dan 3 lembar fotokopi dilegalisir; fotokopi bukti pengalaman kerja yang autentik dan dilegalisir pejabat yang berwenang.
Bagi pelamar yang saat diangkat sebagai CPNS terhitung mulai tanggal 1 Januari 2008 berusia tidak lebih dari 35 tahun, digunakan untuk perhitungan penyesuaian masa kerjanya. Sedangkan bagi pelamar yang saat diangkat berusia 35 tahun lebih dan tidak lebih dari 40 tahun, harus memiliki surat keputusan pengangkatan pertama sampai terakhir minimal 10 tahun 10 bulan secara terus-menerus sejak 1 April 1997 sampai sekarang pada instansi pemerintah dan atau lembaga swasta yang berbadan hukum yang menunjang kepentingan nasional, dan surat keterangan yang menyatakan yang bersangkutan masih melaksanakan tugasnya pada instansi tersebut, sesuai PP no 11 tahun 2002.
Surat keputusan pengangkatan pertama sampai terakhir harus dilegalisir serendah-rendahnya oleh pejabat eselon II yang bertanggung jawab di bidang kepegawaian, yaitu PR-II/Kepala BAU/BAUK pada universitas/institut negeri, Ketua pada sekolah tinggi negeri, Direktur pada politeknik negeri, Sekretaris DItjen pada UPT DItjen PMPTK dan UPT Ditjen PNFI, serta Kepala Biro Umum pada Setjen Depdiknas. Selain itu, pelamar juga diharuskan menyiapkan lampiran berupa surat pernyataan tidak terikat kontrak kerja dengan instansi lain, surat perjanjian ikatan kerja, dan pasfoto hitam-putih terbaru ukuran 3x4cm sebanyak 10 lembar bertulis nama yang bersangkutan di baliknya dan dimasukkan ke dalam kantong plastik.

Prasetya On-line: Tim FK Ajak Generasi Muda Peduli Lingkungan
Tim Pengabdian Masyarakat Fakultas Kedokteran Universitas Brawijaya, dalam rangkaian kegiatan Pengelolaan Sampah dan TOGA (tanaman obat keluarga) Terpadu-Berkelanjutan, akan mengadakan berbagai kegiatan. Kegiatan itu meliputi Lomba Kebersihan Kelas, Lomba Kreasi Daur Ulang, dan Lomba Poster, dilaksanakan pekan depan, Sabtu (29/12), mulai pukul 09.00 WIB, di SMP 20, Jalan Tumenggung Suryo Malang.
Kepada PRASETYA Online, koordinator acara, Lilik Zuhriyah SKM MKes menjelaskan tujuan kegiatan ini adalah mensosialisasikan pentingnya kebersihan, pengelolaan sampah ramah lingkungan, serta pemanfaatan TOGA bagi generasi muda. Secara khusus, melalui lomba diharapkan para siswa dapat menjadi agent of change, paling tidak di lingkungan rumah maupun sekolah mereka sendiri.
Direncanakan, untuk lomba kebersihan kelas dan kreasi daur ulang akan diikuti kelas 8 saja. Sementara untuk lomba poster, akan diikuti kelas 7 dan kelas 8. Dari sejumlah tim peserta Lomba Poster dan Lomba Kreasi Daur Ulang, masing-masing akan dipilih 5 tim yang harus mempresentasikan karyanya. Selanjutnya akan dipilih pemenang I, II, dan III. Sedangkan untuk Lomba Kebersihan Kelas akan dipilih pemenang I dan II saja. Bagi tim yang tidak berhasil masuk dalam 5 besar mempunyai kesempatan memenangkan berbagai hadiah hiburan dari game dan kuis yang dipandu oleh Tunas Hijau dan BEM FKUB. Paling tidak dalam 3 bulan terakhir ini, berbagai kegiatan telah dilaksanakan Tim Pengabdian Masyarakat FK Unibraw.
Bulan September, untuk meningkatkan kepedulian generasi muda pada lingkungan, tim mengadakan Pelatihan Pengelolaan Sampah dan TOGA bagi Karang Taruna, kader PKK, dan tokoh masyarakat di sekitar SMPN 20, Kelurahan Bunul Rejo. Kemudian pada bulan November, tim mengadakan studi banding ke Pusdakota-Ubaya Surabaya. Di akhir program nanti, diharapkan masyarakat dari semua lapisan khususnya yang menjadi lokasi kegiatan yaitu Kelurahan Bunul Rejo dapat mempelopori masyarakat Malang lainnya untuk peduli masalah sampah dan TOGA. Prasetya on-line: Prof Sanggar Kanto "Tak Mungkin Lepas Landas Tanpa Kemajuan"
Pertanian 19 Desember 2007 Mobilitas penduduk menjadi faktor utama dalam perubahan sosial di daerah pedesaan. Menurut kajian empirik, pendapat teoritisi dan ilmuwan sosial, berbagai faktor penyebab perubahan sosial di pedesaan (khususnya di Jawa) telah di mulai pada tahun 1950 dengan terjadinya proses involusi pertanian, disusul revolusi hijau sepuluh tahun kemudian dan pembangunan infrastruktur pada tahun 1980.
Dimulai 1990 sampai sekarang, perubahan sosial di pedesaan banyak disebabkan karena mobilitas penduduk. Pada masa ini, “booming” mobilitas penduduk keluar desa untuk ke kota bahkan keluar negeri semakin meningkat dari tahun ke tahun. Selain untuk belajar, mereka pindah keluar desa juga untuk bekerja. Faktor penyebab hal ini semakin kompleks, demikian pula proses dan dampak yang ditimbulkan. Demikian Prof Dr Ir H Sanggar Kanto MS dalam pidato pengukuhan berjudul “Mobilitas Penduduk dan Perubahan Sosial di Daerah Pedesaan”. Dikemukakan beberapa teori, di antaranya teori migrasi serta teori perubahan sosial, termasuk di dalamnya teori evolusi klasik, teori neoevolusi, serta teori fungsionalisme dan konflik.
Prof Sanggar membagi mobilitas penduduk menjadi dua, yaitu mobilitas permanen atau semi permanen yang disebut migrasi, serta mobilitas non-permanen yang meliputi sirkulasi (mobilitas secara geografis, repetitif dan siklikal dengan dimensi waktu antara 24 jam sampai satu tahun tanpa bermaksud untuk menetap di daerah tujuan) dan komutasi (mobilitas harian dengan dimensi waktu maksimal 24 jam, tanpa bermaksud untuk bermalam di daerah tujuan). Menyoroti migrasi non-permanen, Prof Sanggar mengatakan, sarana transportasi yang menghubungkan antara desa dan kota yang semakin lancar yang menjadi faktor penyebabnya di samping pola mobilitas musiman yang biasanya dilakukan oleh petani ketika kegiatan pertanian sedang tidak sibuk untuk melakukan sirkulasi dan komutasi. Selain itu, ia juga menyinggung slogan masyarakat Jawa yaitu ”Mangan Ora Mangan Waton Kumpul”.
Menurutnya slogan ini berlawanan secara diametral dengan niat ”kumpul ora kumpul waton mangan” sehingga menghasilkan slogan baru sebagai kompromi yaitu ”yo mangan, yo kumpul” melalui pola sirkulasi dan komutasi. Secara umum, disebut Prof Sanggar, faktor ekonomi sangat dominan menyebabkan mobilitas penduduk baik faktor pendorong dari desa diantaranya terbatasnya kesempatan kerja, kegiatan pertanian yang bersifat musiman serta rendahnya tingkat upah maupun faktor penarik dari kota diantaranya peluang dan kesempatan kerja yang relatif besar. Dikatakannya, meningkatnya daya tarik kota ini berkaitan dengan kebijakan pembangunan yang cenderung urban bias (bias perkotaan) sehingga calon migran mempersepsikan bahwa kehidupan di kota serba gemerlap.
Dalam hal mobilitas penduduk dan perubahan sosial di pedesaan, Prof Sanggar menggarisbawahi fenomena yang menurutnya menarik yang terjadi terutama terkait dengan gaya hidup, remitan, kebijakan pengembangan agroindustri, generasi muda dan sektor pertanian di pedesaan. Prasetya On-line: Inventarisasi dan Pengelolaan Sumberdaya Lahan

Mengetahui potensi sumberdaya lahan di masing-masing daerah atau wilayah sungguh merupakan suatu keharusan. Karena, hanya dengan cara itulah masing-masing daerah dapat mengetahui keunggulan atau kelemahannya. Agar dapat mengetahui potensi suatu wilayah, perlu dilakukan inventarisasi sumber daya lahan, yang selama ini lebih dikenal dengan survey tanah dan evaluasi lahan. Melalui kegiatan ini suatu wilayah dapat diketahui seberapa tinggi potensi yang ada, usaha-usaha pemanfaatan lahan apa yang bisa dilakukan serta dimana lokasi yang seharusnya bisa dikembangkan untuk mengusahakan komoditas-komoditas tertentu baik pertanian maupun non-pertanian. Selain itu, dapat juga diprediksi kendala-kendala yang akan dihadapi dan cara mengatasinya melalui kegiatan inventarisasi sumberdaya lahan.
Demikian Prof Dr Ir Mochtar Luthfi Rayes MSc dalam pidato pengukuhan berjudul “Pemanfaatan Teknologi Pengideraan Jauh dan Sistem Informasi Geografi dalam Inventarisasi dan Pengelolaan Sumberdaya Lahan”.
Prof Luthfi menyoroti berbagai masalah terutama berkaitan dengan berbagai musibah yang melanda Indonesia seperti gempa bumi, banjir, tanah longsor, dll yang berdampak pada masalah kerusakan sumberdaya lahan dan merosotnya kesejahteraan masyarakat. Selain itu, Prof Luthfi menggarisbawahi permasalahan utama Indonesia ke depan yaitu masalah ketersediaan pangan yang berkorelasi dengan semakin sempitnya lahan pertanian, produktivitas padi yang melandai, kegagalan diversifikasi pangan, serta konversi lahan yang terus berlangsung tanpa bisa dikendalikan.
Menyelesaikan masalah-masalah tersebut, Prof Luthfi menekankan perlunya pemanfaatan teknologi penginderaan jauh dan sistem informasi geografi (SIG) yang dapat diandalkan untuk mengetahui luasan lahan sawah, laju konversi hutan, luasan daerah yang kebanjiran, besarnya kerusakan akibat bencana gempa bumi, tsunami, dan lain-lain.
Prof Luthfi juga memaparkan berbagai kemajuan dalam bidang inventarisasi sumberdaya lahan seperti citra penginderaan, global positioning system (GPS), model elevasi digital, serta sistem informasi geografi.
Saat ini pemetaan tanah digital (digital soil mapping) telah mulai digalakkan di luar negeri, terutama di Amerika Serikat dan Kanada. Pemetaan tanah digital merupakan upaya membuat dan melengkapi data sistem informasi tanah menggunakan metode-metode observasi lapangan dan laboratorium yang digabungkan dengan pengolahan data secara spasial maupun non-spasial. Teknik-teknik automatis dalam SIG digunakan untuk memproses informasi-informasi tanah dengan lingkungannya.
Di masa depan, teknologi penginderaan jauh, sistem informasi geografi, maupun teknologi di bidang komputer atau digital, serta teknologi lainnya akan terus berkembang dan semakin canggih. "Teknologi telah dan akan membuat hidup kita menjadi lebih mudah, namun hanya mereka yang mngerti dan mampu memanfaatkan teknologi itulah yang dapat menikmati betapa mudah dan indahnya kehidupan ini. Tentunya ini merupakan tantangan sekaligus peluang bagi mahasiswa Program Studi Ilmu Tanah atau Program Studi Agroekoteknologi Fakultas Pertanian" ujar Prof Luthfi mengakhiri pidato ilmiah. [nok]

Saat ini pemetaan tanah digital (digital soil mapping) telah mulai digalakkan di luar negeri, terutama di Amerika Serikat dan Kanada. Pemetaan tanah digital merupakan upaya membuat dan melengkapi data sistem informasi tanah menggunakan metode-metode observasi lapangan dan laboratorium yang digabungkan dengan pengolahan data secara spasial maupun non-spasial. Teknik-teknik automatis dalam SIG digunakan untuk memproses informasi-informasi tanah dengan lingkungannya.
Di masa depan, teknologi penginderaan jauh, sistem informasi geografi, maupun teknologi di bidang komputer atau digital, serta teknologi lainnya akan terus berkembang dan semakin canggih. "Teknologi telah dan akan membuat hidup kita menjadi lebih mudah, namun hanya mereka yang mngerti dan mampu memanfaatkan teknologi itulah yang dapat menikmati betapa mudah dan indahnya kehidupan ini. Prasetya On-line: Dua Guru besar Baru Pertanian
Jumlah guru besar Universitas Brawijaya bertambah lagi. Dua guru besar dari Fakultas Pertanian, Rabu (19/12), dikukuhkan. Prof Dr Ir Mochtar Luthfi Rayes MSc, gurubesar dalam ilmu survei tanah dan evaluasi lahan, dan Prof Dr Ir Sanggar Kanto MS gurubesar dalam sosiologi pembangunan pertanian.Di depan rapat terbuka Senat Universitas Brawijaya yang dipimpin Rektor, keduanya secara bergiliran menyampaikan orasi ilmiah. Orasi ilmiah Prof Luthfi Rayes berjudul "Pemanfaatan Teknologi Penginderaan Jauh dan Sistem Informasi Geografi dalam Inventarisasi dan Pengelolaan Sumberdaya Lahan". Sedangkan pidato Prof Sanggar Kanto berjudul "Mobilitas Penduduk dan Perubahan Sosial di Daerah Pedesaan".
Prof Mochtar Luthfi Rayes (53 tahun), putra kelahiran Sumbawa, 5 Mei 1954, menyelesaikan pendidikan dasar dan menengah di Sumbawa (NTB), sarjana pertanian Universitas Brawijaya (1978), master of science dalam survei tanah dan evaluasi lahan dari International Institute for Aerospace Survey and Earth Sciences (ITC) Enschede, Belanda (1987), dan meraih gelar doktor ilmu tanah dari Institut Pertanian Bogor (2000).
Mengabdikan diri sebagai tenaga pengajar pada Fakultas Pertanian Unibraw sejak 1980 dengan jabatan asisten ahli madya golongan III/a, pangkat terakhir Prof Luthfi Rayes adalah pembina tingkat I golongan IV/b, dengan jabatan gurubesar sejak 1 April 2007. Prof Luthfi adalah gurubesar Unibraw yang ke-152, atau yang ke-37 dari Fakultas Pertanian, dan sejak 2001 hingga kini menjabat sebagai Ketua Jurusan Tanah pada fakultas tersebut. Sebelumnya ia juga pernah menjadi Sekretaris Jurusan Tanah (1983-1985), dan menjadi wakil ketiua I bidang akademik Program Diploma III Produksi Tanaman pada FP Unibraw (1992-1995). Selama 27 tahun terakhir, Prof Luthfi menghasilkan 14 judul penelitian dan karya ilmiah, dan mengikuti 12 kegiatan ilmiah baik di dalam maupun di luar negeri. Selama 5 tahun terakhir menulis 3 judul publikasi hasil penelitian, 7 buku ajar/ilmiah/diktat kuliah/handout, dan terlibat sebagai instruktur/narasumber dalam lokakarya/diklat. Dari pernikahannya dengan Ir Endang Listyarini MS, juga dosen FP Unibraw, Prof Luthfi Rayes dikaruniai seorang putri dan seorang putra.
Prof Dr Ir H Sanggar Kanto MS (59 tahun), pria kelahiran Lamongan 19 April 1948, adalah sarjana pertanian lulusan Universitas Brawijaya (1976), magister sains sosiologi pedesaan dari Institut Pertanian Bogor (1989), dan meraih doktor ilmu-ilmu sosial dari Universitas Airlangga Surabaya (1998). Mengawali karir sebagai tenaga pengajar ketika masih sarjana muda, mulai dari jenjang yang paling rendah, asisten muda golongan II/b (1974), dan jabatan akademik gurubesar dengan pangkat pembina golongan IV/a diterimanya pada tahun 2007.
Prof Sanggar Kanto adalah gurubesar Unibraw ke-153 atau yang ke-38 dari Fakultas Pertanian, pernah menjabat di Departemen Sosial Ekonomi FP Unibraw berturut-turut sebagai Sekretaris (1977-1979), dan Ketua (1979-1980), Koordinator Penelitian pada Pusat Penelitian Ilmu Sosial Unibraw (1988-1992), Ketua Program Studi (KPS) Penyuluhan dan Pembangunan Pertanian FP Unibraw (1990-1993), KPS Penyuluhan dan Komunikasi Pertanian FP Unibraw (1999-2007), KPS Magister Sosiologi Program Pascasarjana Unibraw (2001-2007), KPS Ilmu Hubungan Internasional Program Ilmu Sosial Unibraw 2007 hingga sekarang. Education
Advanced university degree (Master’s degree or equivalent) in development studies, social studies or relevant discipline. A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
Work Experience
At least 5 years of progressively responsible experience in policy development and programme implementation related to the promotion of gender equality and familiarity with working in conflict/post-conflict environments. Qualified male candidates are encouraged to apply.
Languages
Fluency in spoken and written English or French. Fluency in the local language may be essential.

Work Experience
Several years of experience in research related to drugs and crime. Experience with NGOs in areas related to drugs or crime. A proven track record in event production, conferences and seminars related to drug and crime issues, preferably human trafficking, corruption and organized crime.
Languages
Fluency in spoken and written English.
